摘　　要：道路红线是控规控制线之一,承载着道路等级、线形、宽度等信息,是规划编制和审批的法定依据。为实现高速公路纳入控规目标,提出 "先构建高速公路红线一张图、再纳入控规"的两阶段工作路径,针对目前红线数据"不完整、不标准、与审批结合不充分、更新不及时"四大问题,提出"全域覆盖、统一标准、分类控制、动态更新" 四大策略,制定高速公路规划控制标准,并以广州市市域高速公路为例进行实践,为国内大城市法定化、精细化控制高速公路提供参考。Red-line of roads is one of the regulatory control lines,which carries information such as road grade,line shape,and width,and is the statutory basis for planning and approval.In order to realize the goal of the inclusion of expressways in the regulatory plan,a two-stage work path of "constructing a map of the expressway boundary line and then including into the regulatory plan" is proposed.Four major issues of "incomplete,not standard,inadequate integration with government approval,non-timely update",four major strategies of "full domain coverage,unified standards,classified control,and dynamic update" are proposed,expressway planning control standards are formulated,and Guangzhou municipal expressways are used as examples to provide reference of expressway planning control about legalization and the refined.
