国土空间规划背景下城乡协调度评价模型的新思路

摘　　要：国土空间规划体系的建立,是城乡发展与转型新时期中的重要规划变革。要从城乡关系与全域规划的角度,来对国土空间规划中有关于城乡关系治理方面的内容建立新的认识。在国土空间规划体系中,城乡的协调关系既不是相互独立,也不是简单融合,而是将城乡差距不断缩小直到完全消除城乡在社会中的不平等观念,以此达到城乡协调。本文以国土空间规划中城乡协调的新含义为指导背景,对城乡协调度的基本单元与评价标准进行了新的界定,并结合广西壮族自治区的城乡发展情况构建城乡协调度的评价体系,为国土空间规划体系下城乡协调发展研究提供可靠的建议与理论支持。The establishment of national spatial planning system is an important reform of planning in the new period of urban and rural development and transformation.It is necessary to establish a new understanding of the governance of urban-rural relationship in national spatial planning from the perspective of urban-rural relationship and global planning.In the national spatial planning system,the coordination between urban and rural areas is neither independence nor simple integration,but to narrow the gap between urban and rural areas until the concept of inequality between urban and rural areas is completely eliminated,so as to achieve Urban-Rural Coordination.Based on the new meaning of Urban-Rural Coordination in national spatial planning,this paper redefinesthe basic unit and evaluation the standard of Urban-Rural Coordination Degree,constructs the evaluation system of Urban-Rural Coordination Degree in combination with the urban-rural development of Guangxi Zhuang Autonomous Region,so as to provide reliable suggestions and theoretical support for the research of urban-rural coordinated development under the national spatial planning system.
