数字贸易测度研究综述和路径方法分析

摘　　要：本文由数字贸易概念引入,对2018-2021三年间围绕数字贸易测度范畴、路径和方法的各种研究成果进行回顾和总结,对国内基于国际收支表既有数据的数字可交付服务贸易测度法、基于数字技术与服务贸易相融合理念的融合比测度路径方法和“全口径”数字贸易统计制度的基本原理做出阐述,分析了三种方法的测度结果,并提出自己的评价。文中突出作者的“二元三环”架构和融合比方法的学术贡献。最后建议将数字贸易测度方法和制度研制分为近中期和远期两阶段,亟需在国家层面研制数字贸易统计制度。Introducing the concept of digital trade,this paper reviews and summarizes the research on the scope,approach and method of digital trade measurement in the past three years.Then it explains basic principles of the measurement of digitally deliverable service trade supported by available data in the Balance-of-Payment Sheet,the integration ratio approach and method based on the philosophy of integration of digital technology and trade-in-services,and the so-called“whole scope”digital trade statistical rule,and demonstrates and evaluates their measurement results.It highlights the author’s academic contribution in development of Dual-Object-and-Three-Ring Framework and Integration Ratio Method.It is advisable to divide the digital trade measurement and institutional development into mid-term and long-term stages,and there is a pressing need to develop the statistical rules of digital trade at the national level.
