摘 要:在助力国家“双碳”目标、满足天然气需求量增长的过程中,四川盆地致密砂岩气(以下简称致密气)具有充足的资源基础和开发技术储备。为此,针对四川盆地致密气产业高质量发展面临的主要挑战,明确了致密气产业发展的定位与目标,设计了战略管理创新模型,并提出了相应的战略管理实施路线。研究结果表明:①当前四川盆地致密气发展面临资源储备与产能建设、协调发展与投资管理、项目管理与创新实践等3方面的主要挑战。②在四川盆地致密气产业发展战略管理制定过程中,需要做好战略环境要素分析、提前谋划战略规划布局、建立创新管理组织结构、设计新的管理业务流程、加强管理决策支持、实施绩效评估与激励等6个方面的工作。③提出了4条战略实施策略,包括大力优化天然气产业链资源结构,保障清洁能源安全供应;试点致密气勘探开发完全项目制,加速增储上产控本增效;强化技术与管理协同发展,加快创新体系价值转化;加强融合发展生态圈建设,推进持续企地协调发展。结论认为,四川盆地致密气资源勘探开发具有广阔的前景,实施战略管理对加快四川盆地致密气产业可持续高质量发展具有重要的战略意义。The resource base and development technology reserve of tight sandstone gas(hereinafter referred to as tight gas) in the Sichuan Basin are sufficient in supporting the national goal of "carbon peaking and carbon neutrality" and satisfying the growth of natural gas demand. To deal with the main challenges to the high-quality development of tight gas industry in the Sichuan Basin, this paper determines the development orientation and objective of tight gas industry, designs an innovative model of strategic management, and puts forward the corresponding implementation route of strategic management. And the following research results are obtained. First, the current challenges to tight gas development in the Sichuan Basin mainly lie in resource reserve and productivity construction, coordinated development and investment management, and project management and innovative practice. Second, when formulating the strategic management of tight gas industry development in the Sichuan Basin, it is necessary to analyze strategic environmental elements sufficiently,plan strategic planning arrangement in advance, construct an innovative management organization structure, design a new management process, strengthen management decision-making support and implement performance assessment and incentive. Third, four strategic implementation strategies are put forward as follows. 1) Strengthen the optimization of the resource structure of natural gas industry chain and ensure the safe supply of clean energies. 2) Test the complete project system of tight gas exploration and development at selected points and speed up the reserve increase, productivity construction, cost control and efficiency improvement. 3) Enhance the coordinated development of technology and management and speed up the value conversion of innovative system. 4) Strengthen and develop the ecosystem construction integratedly and promote and keep the coordinated development of enterprise and locality.
