草场流转备案、流转范围规制与牧户超载过牧行为

摘　　要：本文基于内蒙古、青海和甘肃3省份牧户家庭层面和草场地块层面的实地调查数据,利用中介模型检验草场流转备案和流转范围规制通过草场流转对牧户超载过牧行为的间接影响,并利用分组回归方法分析两者对牧户转入地块超载过牧行为的直接影响。研究结果发现:(1)流转备案通过促进草场流转而降低牧户的超载过牧程度;(2)流转备案降低牧户在转入草场上的超载过牧程度;(3)流转范围规制未对牧户超载过牧行为产生显著抑制效应,反而不利于牧户草场转入。因此,为完善草场流转市场和保护草原生态环境,应重点推行草场流转备案登记,减少对草场流转范围的规制,允许牧户自由选择草场流转对象。Based on the household-level and plot-level survey data from Inner Mongolia,Qinghai,and Gansu,a mediation model is adopted in revealing the indirect effect of registration and scope regulation of grassland transfer on herders’overgrazing behavior,as well as the method of grouping regression,is used to illustrate the direct effect.The results show that the registration of grassland transfer declines the degree of overgrazing by promoting grassland transfer.As a direct effect,the registration of grassland transfer relieves the grazing pressure of rent-in plots.However,the scope regulation of grassland transfer has no significant effect on overgrazing behavior for herders.What is worse,the scope regulation of grassland transfer is not conducive to grassland transfer.Therefore,it is crucial to give priority to the registration of grassland transfer and reduce the scope regulation of grassland transfer to allow the herders to freely choose who to rent in or rent-out grassland,which can improve the efficiency of grassland transfer and promote large-scale production of grassland.
