完善广西重点生态功能区转移支付因素分配法的思考--以国家重点生态功能区县为例

摘　　要：因素分配法是重点生态功能区转移支付资金公平公正分配的重要手段和有力保证,所考虑的客观因素包括财力缺口、石漠化防治、森林覆盖、国家级保护区、漓江保护等。广西在运用因素分配法的过程中还存在生态扶贫产业发展因素缺位、因素分配法未充分考虑地方财力水平差异、因素分配法未全面反映生态环境治理成本等缺陷,对此,提出如下完善对策:以生态保护红线作为选取客观因素和确定相关生态功能区面积的重要参考、在石漠化防治因素补助额测算方式中增加石漠化治理成本因素、增加民族自治地方补助因素、增加生态产业扶贫补助因素。The factor distribution method is an important means and a powerful guarantee for the fair and equitable distribution of transfer payment funds in key ecological function areas.The objective factors considered include financial gaps,stony desertification control,forest coverage,national-level protected areas,and Lijiang River protection.In the process of applying the factor allocation method in Guangxi,there is still a lack of ecological poverty alleviation industry development factors,the factor allocation method does not fully consider the differences in local financial levels,and the factor allocation method does not fully reflect the ecological environment governance costs.For this,the following perfect countermeasures are proposed.Taking the ecological protection red line as an important reference for selecting objective factors and determining the area of relevant ecological function zones,in the calculation method of the subsidy amount of rock desertification prevention and control factors,increase the rock desertification control cost factor,increase the subsidy factor of ethnic autonomous areas,and increase the ecological industry poverty alleviation subsidy factor.
