保供应链视角下玉米应急加工企业建立的理论和实践问题研究

摘　　要：2020年随着玉米市场上突发事件的不断增加,玉米供应出现阶段性紧张,大量养殖企业面临饲料粮断粮困境。为“保供应链、保产业链”稳定,提升玉米供应链的韧性,需要着力解决玉米供应链断链问题,对此,建立玉米应急加工企业是一个可行的实践问题,这就需要选择收储制度改革后的竞争市场条件下的候选玉米应急加工企业,研究其供应链断链风险的科学问题。对此,运用事故树分析法和AI技术风险识别法相结合,得出导致候选玉米加工企业的供应链断链风险4个中间事件以及12个基本事件;在此基础上,运用问卷调查法和层次分析法,得到候选玉米加工企业的供应链断链风险综合指标评价方法。依据评估结果,得出候选玉米加工企业需要对物流和采购中断风险重点防范。在此基础上,为政府提出候选玉米加工企业的供应链断链风险防范策略。最后,结合候选玉米加工企业条件,得出国家级和省级玉米应急加工企业建立的综合要求,该研究有助于政府扩展口粮以外的玉米应急加工企业的建立。In 2020,with the continuous outbreak of emergencies in the corn market,the supply of corn was temporarily tight,and a large number of breeding companies faced the dilemma of feed and grain shortage.In order to ensure the stability of supply chain and industrial chain and improve the resilience of corn supply chain,it is necessary to focus on solving the problem of corn supply chain disruption.Establishing corn emergency processing enterprises may be a feasible solution,which requires the selection of candidate corn emergency processing enterprises under competitive market conditions after the reform of the purchasing and storage system,and studying supply chain disruption risk.In this regard,using the combination of the fault tree analysis method and the AI technology risk identification method,4 intermediate events and 12 basic events that lead to the supply chain disruption risk of the candidate corn processing enterprises are obtained;on this basis,using the questionnaire survey method and the analytic hierarchy process(AHP),the comprehensive index evaluation method of the supply chain disruption risk of the candidate corn processing enterprises is obtained.Based on the evaluation results,it is concluded that candidate corn processing companies need to focus on preventing the risk of logistics and procurement interruption.On this basis,this paper proposes a supply chain disruption risk prevention strategy of candidate corn processing enterprises for the government.Finally,considering the conditions of candidate corn processing enterprises,the comprehensive requirements for the establishment of national and provincial corn emergency processing enterprises are obtained.This research will help the government expand the establishment of corn emergency processing enterprises other than rations.
