摘　　要：我国公安机关政治工作部门长期以来发挥着独特且重要的组织机制作用。然而,既有队伍建设相关研究偏好于宏大叙事和顶层设计,较少关注微观方面的实际问题,难以为全面深化公安改革提供更为翔实的素材。采取参与式观察的研究进路,X直辖市公安局各分局政治处在思想意识、组织结构、工作作风、能力素质四个维度呈现结构性发展困境,一定程度上反映了公安政治工作部门面临的制度性发展困境。新时代,公安政治工作部门的改革完善思路应当契合“新十六字方针”,在具体对策上坚持“自身建设”与“引领建警”的双轮驱动逻辑。The political work department in the public security organs of our country has been playing a unique and important role in the organization mechanism for a long time.It is the main functional department that performs the daily tasks of public security team building.However,the existing research on team building favors grand narrative and top-level design,and pays less attention to practical issues in micro aspects,making it difficult to provide more detailed materials for comprehensively deepening public security reform.This article takes the participatory observation research approach to analyze the political divisions of the police departments of the Public Security Bureau of a municipality directly under the Central Government.Structural difficulties in the four dimensions of ideology,organizational structure,work style,and ability and quality found reflect to a certain extent the institutional development difficulties faced by the public security political work department.In the new era,the reform and improvement of the public security political work department should be in line with the“new 16-character policy”,and adhere to the two-wheel drive logic of“self-building”and“leading the police”with specific countermeasures.
