摘　　要：黄河流域高质量发展评价方法与评价指标体系的构建是目前探索研究的热点。鉴于DPSIR模型具有较强的综合性、整体性、系统性等优点,根据黄河流域的特点,基于改进的DPSIR模型,构建由驱动力、压力、状态、影响、响应等5个逻辑准则及其12个要素20个指标构成的黄河流域高质量发展评价指标体系,采用熵权法确定各指标的权重,对黄河流域高质量发展现状进行了评价。结果表明,黄河流域现状高质量发展指数GDI为2.589,高质量发展等级为三级、状态为一般。根据各准则、各要素、各指标所得分值,提出黄河流域高质量发展应补齐的短板:加大对第三产业资金支持的力度,提高居民收入水平,提高劳动要素的分配比例;控制城镇人口密度,降低城市建筑物规划密度,创造更多就业机会;巩固退耕还林还草成果、提高森林覆盖率,优化出口产业、促进进出口贸易发展;推动技术市场成交额的可持续增长,引进科技人才与信息技术、促进信息产业落户发展;解决就业、社会保障问题,加大对中小企业的扶持力度。The building of the evaluation method and the evaluation index system for the high quality development of the Yellow River Basin has been the focus of current research. Considering that the DPSIR model has strong advantages of comprehensiveness,integrity and systemicity,according to the characteristics of the Yellow River Basin and based on the improved DPSIR model,a high-quality development evaluation index system of the Yellow River Basin was built,which consisted of five logical criteria,such as driving force,pressure,state,influence and response,and 12 elements and 20 indicators. Entropy weight method was used to determine the weight of each index and evaluate the current situation of high quality development in the Yellow River Basin. The results show that the current high quality development index GDI of the Yellow River Basin is 2.589,the high quality development level is 3,and the state is ordinary. According to the scores of each criterion,each element and each index,the paper puts forward the shortcomings that should be made up for for the high quality development of the Yellow River Basin:increasing the financial support to the tertiary industry,raising the income level of residents and increasing the proportion of labor factors;control urban population density,reduce urban building planning density,create more job opportunities;consolidate the achievements of returning farmland to forests and grasslands,increase forest coverage,optimize export industries,and promote the development of import and export trade;promote the sustainable growth of technology market turnover,introduce scientific and technological talents and information technology,and promote the development of the information industry;address employment and social security issues and increase support for small and medium-sized enterprises.
