摘　　要：治理水土流失、建设良好生态环境是我国生态文明建设的重要内容,为了给泰沂山区水土保持生态文明建设规划等提供参考,依据水土保持生态文明的影响因素,利用层次分析法构建3个层次的水土保持生态文明指标体系,设置各指标目标值及权重,制定5级评价标准,对泰沂山区水土保持生态文明的评价结果表明其处于中期发展阶段。分析认为:泰沂山区水土保持生态文明建设存在的突出问题是水土流失治理度低、河流水质状况差、生态小流域治理率低、农村环境综合整治率低等,治理任务十分艰巨,泰沂山区农村经济实力不够强大,对水土保持生态文明建设的支撑力较弱。此外,高水平水利科技人才缺乏、监管能力不足等问题也应引起足够重视。The management of soil erosion and the construction of a good ecological environment are vital contents of ecological civilization development in China. In order to provide the basis for the planning of soil and water conservation and the ecological civilization construction in Taiyi mountainous area,the three-level index system representing soil and water conservation and ecological civilization was constructed by using the analytic hierarchy process(AHP). In this paper,we had set the target value,evaluation standard and the weight of each index,and total five indexes were generated. The evaluation results show that Taiyi mountainous area is in the middle stage of development based on the soil and water conservation and ecological civilization. The analyses also indicate that the prominent problems in the construction of ecological civilization of soil and water conservation in Taiyi mountainous area are the low degree of soil and water loss control,poor water quality of river course,low rate of ecological small watershed control,low rate of comprehensive rural environment control,and the control task is very arduous. The rural economic strength in Taiyi mountainous area and the support for the construction of ecological civilization of soil and water conservation are not strong enough. In addition,the shortage of high-level professionals in water conservancy science,the lack of regulatory capacity and other issues should also be highly focused on.
