摘　　要：随着中国农业对外开放合作的不断推进,农业政策变动、国际农产品市场不稳定、汇率变动、贸易壁垒、跨文化冲突等一些深层次的风险问题逐步凸现出来,这势必影响到农业对外开放合作的进程。为了更好地应对风险,进行风险防控是实现农业对外开放合作的关键环节。通过对政府、企业(公司)、高校及研究院所3个层面共65家单位进行抽样问卷调查,并对132份问卷进行统计分析。结果表明,政治风险中的“东道国政治稳定性”、经济风险中的“贸易壁垒风险”、社会文化风险中的“知识产权保护风险”、管理风险中的“战略决策风险”、突发事件风险中的“突发重大公共卫生事件风险”等是农业对外开放合作风险的重要防范指标。研究结果可为农业对外开放合作风险进行预警防范,为政府制定有关政策提供依据。With the continuous development of China's agricultural industry opening up to the outside world,some deep-seated risk problems,such as agricultural policy changes,instability of international agricultural market,ex⁃change rate changes,trade barriers and cross-cultural conflicts,are gradually emerging,which will inevitably affect the process of agricultural opening-up cooperation.In order to better deal with risks,risk prevention and control is the key link to realize the agricultural opening-up cooperation.A sample survey of 65 units at the three levels of gov⁃ernment,enterprises(companies),universities and research institutes was conducted,and 132 questionnaires were analyzed statistically.The results show that“the host country politics stability”in the political risk,“the trade barri⁃er risk”in the economical risk,“the intellectual property rights protection risk”in the social culture risk,“the strate⁃gic decision risk”in the management risk,and“risk of a major public health emergency”in risk of emergencies are the important prevention indexes of the risk of agricultural opening-up cooperation,which can provide the basis for early warning and prevention of the risks of agricultural opening-up cooperation,and the government’s formulating relevant policies.
