摘　　要：人权问题是关系到党和国家事业发展的重大现实问题。党的十一届三中全会后,邓小平立足于新的国内外形势,对我国人权事业发展作出了一系列深刻思考,形成了科学的邓小平人权思想,对马克思主义人权理论作出了新的中国贡献。邓小平认为资本主义人权和社会主义人权的本质不同,他强调有国家主权、有稳定、有国家发展才有人权,要重视生存权、发展权,他反对强权政治和人权外交。在带领全党全国人民进行社会主义建设伟大实践中,邓小平十分重视人权建设,制定了一系列发展中国人权事业的措施和政策,如完善相关制度、推行依法治国和大力发展经济。邓小平人权思想为中国特色社会主义人权发展指明了方向,推动了中国特色社会主义人权实践,对当前国际、国内人权建设具有重要现实意义。Human rights is a critical topic related to the development of the Party and the country.After the Third Plenary Session of the Eleventh Central Committee of the CPC,based on the new situation at home and abroad,DENG Xiaoping made a series of profound thinking on the development of human rights in China,formed a scientific thought on human rights,and made a new contribution to Marxist human rights theory in China.DENG Xiaoping believes that the nature of capitalist human rights and socialist human rights is different.He stresses that only when a country has sovereignty,stability and development can it have human rights and that it should attach importance to the rights to survival and development.He opposes power politics and human rights diplomacy.While leading the whole Party and the people in the great practice of socialist construction,DENG Xiaoping attaches great importance to the construction of human rights,and formulates a series of measures and policies to develop China’s human rights cause,such as improving the relevant system,implementing the rule of law and vigorously developing the economy.DENG Xiaoping’s human rights thought points out the direction for the development of socialist human rights with Chinese characteristics,promotes the practice of socialist human rights with Chinese characteristics,and has important practical significance for the current international and domestic human rights construction.
