数字化赋能视角下社会组织参与社区突发事件应急研究

摘　　要：数字化技术介入社会组织服务是一个大趋势,成为推动社会组织服务创新的“利器”。数字化技术从员工、资源、结构三个维度对社会组织进行赋能,在数字化基础上社会组织参与社区应急面临制度困境、参与困境、文化困境。数字化赋能化解突发事件的包容性更大、代价更小,数字化赋能下社会组织参与社区应急的理念、模式应基于社区并优化,从顶层设计、组织内部、群众基础方面优化社区突发事件应急能力,以全程化服务为核心、以集成融合为特色,进而推动社会治理现代化。It is a general trend for digital technology to intervene in social organization service,which has become a“sharp weapon”to promote social organization service innovation.Digital technology empowers social organizations from dimensions of employees,resources and structure.On the basis of digitization,social organizations’participation in community emergency response faces institutional difficulties,participation difficulties and cultural difficulties.Digital empowerment is more inclusive and less costly to resolve emergencies.The concept and mode of social organizations participating in community emergency response under digital empowerment should be based on the community and optimized.The community emergency response capacity should be optimized from the aspects of top-level design,internal organization and mass base,with the whole process service as the core and integration as the characteristics,so as to promote the modernization of social governance.
