金融营商环境与RCEP推进亚太金融合作路径

摘　　要：随着《区域全面经济伙伴关系协定》(RCEP)的签订,亚太地区在进一步推进和加深高水平金融合作上的潜力巨大。在亚太地区其他合作框架下,RCEP部分成员间已经有了良好的金融合作基础,未来开展金融合作的可鉴之处非常丰富。同时,RCEP也为亚太区域提供了一个将无约束性的金融合作构想转变为有约束的金融合作协议的契机。根据世界银行发布的2020年营商环境指标,RCEP成员整体和金融分项营商环境指标呈现两级分化的现象,仅部分RCEP成员的信贷获得、保护少数投资者和破产保护情况位于世界前列。RCEP协定中深层次和全方位的金融服务条例有望改善金融营商环境,有利于加强区域金融合作。在疫情、科技赋能和数字赋能的大背景下,RCEP有必要从监管顶层设计、普惠金融和金融科技的跨境合作入手,探索适合新时期发展的新路径。With the signing of the Regional Comprehensive Economic Partnership(RCEP),the Asia-pacific region possesses great potential to further promote and deepen high-level financial cooperation.Under other cooperation frameworks in the Asia-Pacific region,some RCEP constituents already have a sound foundation for financial cooperation,and there are plenty of lessons to be learnt for future financial cooperation.Meanwhile,the RCEP provides an opportunity for the Asia-Pacific region to transform the idea of non-binding financial cooperation into an agreement of binding financial cooperation.According to the Doing Business indicators released by the World Bank in 2020,the RCEP members’business environment and financial sub-indicators are polarized,with only some members leading the world in access to credit,minority investor protection and bankruptcy protection.In-depth and comprehensive financial service regulations in the RCEP agreement are expected to improve the financial business environment and strengthen regional financial cooperation.A basic question is:in the context of COVID-19,technology and digital empowerment,what route should the RCEP take to further improve the financial environment for doing business and achieve high-quality financial cooperation?The RCEP needs to explore new methods suitable for development in the new era,starting with cross-border cooperation on top-level regulatory design,inclusive finance and fin-tech.
