建设工程安全费用提取和使用存在的问题和解决建议

摘　　要：安全文明施工费在现阶段我国建筑施工企业投标中确定为不可竞争费用,其占工程造价的比例是确定的,也直接决定了建设工程企业安全生产费投入水平。为了提升建设工程安全生产管理水平,通过对企业安全生产费提取和使用管理办法、建筑工程安全防护、文明施工措施费用及使用管理规定、地方定额体系有关安全文明施工费组成等内容的梳理,提出了建设工程在安全生产费提取和使用方面存在的规章制度不统一、地方定额与国家要求不配套、安全生产费计提比例不足、施工企业计提和使用不规范、安全生产费索赔难等问题,并提出了解决建议。Safe and civilized construction cost is determined as non-competitive cost in the bidding of construction enterprises in China at the present stage and its proportion to the project costs is fixed,which also directly determines the investment level of safety production cost of construction enterprises.In order to improve the safety production management level of construction enterprises,the regulations on the extraction and use of safety production fees,construction engineering safety protection,the use and management of safe and civilized construction fees for enterprises and local quota systems have been sorted out.This paper puts forward some problems existing in the extraction and use of safety production cost in construction enterprises,such as inconsistent rules and regulations,mismatch between local quota and national requirements,insufficient proportion of safety production cost,non-standard calculation and use of construction enterprises,and difficult claim for safety production cost,and proposes some suggestions and solutions in the extraction and use of safety production cost in construction enterprises.
