我国非缴费型养老金制度建设研究

摘　　要：在人口老龄化背景下,建立和完善非缴费型养老金制度对我国建设多层次社会保障体系的发展具有重要意义。文章将城乡居民养老保险制度定义为非缴费型养老保险制度的雏形,分析非缴费型养老金制度建设的发展现状、微观功能和宏观功能、制度建设的紧迫性,提出完善基本养老金调整机制、健全非缴费型养老金制度与缴费型养老金制度互补关系、维护老年人人权的制度建设建议。Under the background of aging population, it is of great significance to establish and perfect the non-contributory pension system to the development of China’s multi-level social security system.This paper defines the urban and rural residents’ old-age insurance system as the prototype of the non-contributory pension insurance system, analyzes the development status quo, micro-function and macro-function of the non-contributory pension system, and put forward the urgentness of improving the basic pension adjustment mechanism.It is suggested to improve the complementary relationship between the non-contributory pension system and the contributory pension system and to safeguard the human rights of the elderly.
