府院合作模式下区域三级公立医院托管实践

摘　　要：总结宿迁市人民政府与江苏省人民医院开展府院合作,托管宿迁市第一人民医院的创新实践与经验。合作8年来,双方创新推行管办分开、同质化管理、组团式支援、双科主任制度等举措,从管理、技术和人才等方面深入帮扶,推动宿迁市第一人民医院全方位快速发展,成功创成三甲综合医院,为医联体建设发展提供经验借鉴。The paper summarizes the innovative practice and experience of Suqian Municipal People’s Government and Jiangsu Provincial People’s Hospital to host Suqian First People’s Hospital.In the past 8 years of cooperation,the two parties have implemented innovative measures such as separation of management and operation,homogeneous management,group support,and dual department director system.In-depth assistance in terms of management,technology and talents has promoted the rapid development of Suqian First People’s Hospital in all directions and successfully created a tertiary general hospital,providing experience and reference for the construction and development of the medical consortium.
