摘　　要：目的 通过Kaiser模型对某三甲妇产科专科医院灾害脆弱性现状进行分析研究,评估医院灾害事件风险,为针对性开展妇产科专科医院应急风险管理提供决策依据。方法 医院组织研究团队,通过文献阅读和专家访谈,结合妇产科专科医院实际情况确定可能发生的突发事件,基于Kaiser模型设计医院灾害脆弱性分析调查表,对医院各部门中层领导及骨干干部进行培训和调查。结果 对自然灾害类、技术事故类、人员伤害类、危险品伤害类事件的四个板块共33个风险事件进行风险评估。根据医院灾害风险值排序,确定前五位突发事件分别为:暴力性医疗纠纷、信息系统故障、流行病爆发、电力故障、司法鉴定或医疗诉讼事件。结论 医院根据灾害脆弱性分析结果和报告,针对暴露的防控薄弱点,结合最新的感染防控,提出了相应的改进措施;修订和完善医院突发事件应急预案,加强院级、科级应急培训和演练,提高应急反应和医疗保障能力。Objective Kaiser model was used to analyze disaster vulnerability of a tertiary obstetrics and gynecology hospital and to evaluate the risk of disaster events in the hospital,so as to provide basis for decision-making of emergency risk management of obstetrics and gynecology hospital.Methods Our hospital disaster vulnerability analysis group conducted literature reading and expert interview,in combination with the situation of the obstetrics and gynecology hospital to determine possible emergencies.Then,the group designed questionnaire for hospital disaster vulnerability analysis based on the Kaiser model.Department leaders and key personnel were trained and surveyed.Results The risk assessment was carried out for 33 risk events in four sections:natural disaster,technical accident,personnel injury and hazardous goods injury.According to the ranking of hospital disaster risk value,the top five emergencies were violent medical disputes,information system failure,epidemic outbreak,power failure,and judicial identification or medical litigation.Conclusion According to the disaster vulnerability analysis results,our hospital proposed corresponding improvement measures for better prevention and control of disasters.Hospital-level emergency response plans have been revised and improved,and emergency training and drills are carried out and strengthened at both the hospital and department levels,in order to improve emergency response and medical security capability.
