我国中医药财政投入的公平性与效率分析

摘　　要：[目的]分析2012-2018年我国中医药财政投入的区域差异、投入产出效率变化及影响因素,以期为政府合理配置中医药资金,提高财政投入的公平性和效率,为促进中医药事业稳定发展提供参考依据。[方法]运用泰尔指数测算中医药人均财政投入量以评价中医药财政投入公平性,运用DEA-Malmquist指数评价中医药财政投入产出效率。[结果]2012-2018年中医药财政投入总泰尔指数介于0.0428~0.0557;中医药财政投入全要素生产率均值为0.907,东部地区为0.919,中部地区为0.887,西部地区为0.913;省际间全要素生产率最大值与最小值差距为0.241。[结论]我国中医药财政投入存在配置不公平现象,区域内各省中医药财政投入差异是影响总体不公平的主要原因;全国中医药财政投入效率整体偏低,东部和西部地区中医药财政投入效率水平相近,并明显高于中部地区;省际间全要素生产率差异明显且能达到有效状态的省份较少。建议政府应进一步优化中医药财政投入规模与结构,改善区域内中医药财政资源的配置差异,鼓励中医药技术创新,提高政府中医药财政投入的绩效水平。Objective By analyzing the regional differences,input-output efficiency changes and influencing factors of TCM financial input in China from 2012 to 2018 so as to provide reference for the government allocating TCM funds rationally,improving the fairness and efficiency of financial input and promoting the stable development of TCM.Methods The amount of per capital financial input was analyzed by Theil index to evaluate the equity,the productivity of TCM financial input was analyzed by the DEA-Malmquist to evaluate the efficiency.Results The total Theil indexes of TCM financial input from 2012 to 2018 were from 0.0428 to 0.0557.The mean value of total factor productivity(TFP)of TCM financial input was 0.907,0.919 was in eastern region,0.887 was in central region and 0.913 was in western region,respectively:The gap of inter-provincial maximum and minimum TFP was 0.241.Conclusions The inequity of financial input in TCM is obvious,the difference of TCM financial input in every provinces is the main reason that affected the overall equity.And the TCM overall efficiency of the financial input is low.The efficiency levels of TCM financial input in the eastern and western regions are similar,but it is obviously higher than that in the central region.The inter-provincial TFP difference is obvious,and there are a few provinces which can reach the effective state.It is suggested that the government should further optimize the scale and structure of financial investment in TCM,improve the regional differences in the allocation of TCM financial resources,encourage TCM technological innovation,and improve the performance level of government financial investment in TCM.
