摘  要:[目的]对西部12个省份2010-2019年的医疗资源进行评价分析,为提高西部地区医疗资源配置效率提供参考依据。[方法]收集西部12个省份2010-2019年医疗资源投入和产出数据,通过DEA-BCC模型和Malmquist指数模型进行计算,从静态和动态两方面分析西部地区10年医疗资源的配置状况[结果]2019年DEA有效省份包括重庆、四川、云南、贵州、西藏、宁夏,占据总量半数,综合效率、纯技术效率、规模效率的均值分别为0.866、0.904和0.959;2010-2019年全要素生产率指数只有2012年实现效率进步,增效为1.7%,其余年份效率均在0.99以下,升降波动并不明显。[结论]西部地区医疗资源占据一定数量优势,但医疗卫生技术与管理层面较为缺乏,同时存在资源利用不充分的现象;资源利用效率有待提高,资源投入体系亟待转型。Objective The medical resources of 12 western provinces from 2010 to 2019 were evaluated and analyzed so as to provide reference for improving the efficiency of medical resources allocation in western China. Methods This paper collected the input and output data of medical resources in 12 western provinces from 2010 to 2019,calculated by DEA-BCC model and Malmquist index model, and analyzed the allocation of medical resources in western China in 10 years from static and dynamic perspectives. Results In 2019,effective DEA provinces included Chongqing, Sichuan, Yunnan, Guizhou, Xizang and Ningxia, accounted for half of the total. The mean values of comprehensive efficiency, pure technical efficiency and scale efficiency was 0.866,0.904 and 0.959,respectively. From 2010 to 2019,the total factor productivity index only achieved efficiency improvement in 2012,with an increase of 1.7%. In the remaining years, the efficiency was below 0.99,with no obvious fluctuation. Conclusions At present, the medical resources in western China occupy a certain number of advantages, but medical technology and management are relatively short, and the resource utilization is inadequate. Resource utilization efficiency needs to be improved and resource input system needs to be transformed.
