摘　　要：为强化宁波市标后履约监管,确保工程质量与安全,以在建项目为核心,研发一个信用信息平台,建立一套"1+2+X"的信用制度体系,实现对市场主体从业行为的在线监管,重点对市场主体的投标行为、工程质量和安全、施工现场管理等标后履约情况进行跟踪管理及动态评价,系统自动形成评价等级结果,并将评价结果与招标投标、工程担保、工程评优、市场监管等挂钩,实行差异化管理,取得显著成效。该信用体系可在水利行业标后履约监管工作中推广。A credit information platform is developed,and a set of"1+2+X"credit system is established in order to strengthen post-bid contract performance supervision in Ningbo and ensure project quality and safety,thereby realizing online supervision of business operation of market subjects.The bidding behavior of market main body,the engineering quality and safety,construction site management and other post-bid contract performance circumstances are tracked for management and dynamically evaluated mainly.The evaluation grade results are automatically formed by the system.The evaluation results are linked with bidding,project guarantee,project assessment,market supervision,etc.,thereby implementing differentiated management and making remarkable achievements.The credit system can be popularized in post-bid contract performance supervision of water conservancy industry.
