摘  要:在国家大力倡导要素市场化配置的背景下,城市土地资源要素的配置仍受到政府较强的干预,并由此产生了错配问题,为此本文基于2005-2018年广东省的面板数据,利用柯布道格拉斯生产函数测算城市建设用地的部门和区域错配程度及其带来的效益损失。结果表明,(1)从建设用地在产业间的错配及效益损失来看,广州、深圳和东莞属于第二产业用地过度错配而第三产业用地短缺错配,且错配程度不断加深,造成的效益损失率也呈上升趋势,而其余18个地市则基本相反;(2)从建设用地在区域间的错配来看,2005-2018年粤东地区从过度错配演变为短缺错配,粤西地区一直处于短缺错配状态,粤北地区则从短缺错配演变为过度错配,珠三角地区处于过度错配状态;(3)2005-2018年广东省建设用地区域错配造成的效益损失整体呈现先上升后下降的趋势,效益损失率波动下降,区域间的建设用地配置趋向均衡。对此,本文从产业发展和区域协调发展方面提出降低城市建设用地错配的建议,为国土资源保护与利用提供参考依据。In the context of the country's vigorous promotion of the market-oriented allocation of factors,the allocation of urban land resources is still subject to strong government intervention,and mismatch problems have arisen.For this reason,this article is based on the panel data of Guangdong Province from 2005 to 2018.The Cobb Douglas production function measures the degree of mismatch between sectors and regions of urban construction land and the resulting loss of benefits.The results show that,(1)from the perspective of the mismatch of construction land between industries and the loss of benefits,Guangzhou,Shenzhen and Dongguan belong to the excessive mismatch of the secondary industry land and the tertiary industry land shortage and mismatch,and the degree of mismatch continues to deepen.The resulting benefit loss rate is also on the rise,while the remaining 18 cities are basically the opposite;(2)from the perspective of the mismatch of construction land between regions,the eastern Guangdong region has evolved from an excessive mismatch to a shortage of mismatches between 2005 and 2018.The western Guangdong region has been in a state of shortage mismatch,the northern Guangdong region has evolved from a shortage mismatch to an excessive mismatch,and the Pearl River Delta region is in a state of excessive mismatch;(3)2005-2018 caused by the regional mismatch of construction land in Guangdong Province the overall benefit loss of the project increased first and then declined.The rate of benefit loss fluctuates and the allocation of construction land between regions tends to be balanced.In this regard,this article puts forward suggestions to reduce the mismatch of urban construction land from the aspects of industrial development and regional coordinated development,providing a reference for the protection and utilization of land resources.
