摘 要:在"健康中国"国家战略下,新医改的既定目标之一就是统筹推进包括乡村医生队伍建设在内的农村基层卫生制度建设,这对于切实保障我国农民的健康而言重要性不言而喻。但是,村卫生室管理不仅受到政策环境的制约,我国几千年来的乡土文化也对其有一定的影响和制约。经过相关案例分析,可见乡土文化对村卫生室责、权方面;村卫生室相关考核;以及村医后继者选拔客观性等方面有一定的影响。如果要真正的将"乡村一体化管理"政策落到实处,就需要考虑这种背景因素,并通过政策研究加强相关制度化建设与践行。Under the national strategy of“healthy China”,one of the established goals of the new medical reform is to promote the construction of rural primary health system,including the construction of rural doctors,which is self-evident for ensuring the health of Chinese farmers.The management of village clinics is not only restricted by the policy environment,but also influenced and restricted by the local culture for thousands of years.Through the analysis of relevant cases,it can be seen that the local culture has a certain impact on the responsibility and right of village clinics.At the same time,the local culture has a certain impact on the implementation of the system and the objectivity of the successor selection of village doctors.If we want to really implement the“rural integrated management”,we need to consider this background factor and strengthen the relevant institutional construction and practice through policy research.
