德州引黄工程供水水价机制构建探讨

摘　　要：山东省德州市以引用黄河水为主要供水水源,但长期存在水资源短缺、供水价格与成本倒挂、供水价格调整制约因素多等问题。在充分调研德州市中心城区及各县(市、区)公共供水、工业、农业等水利工程供水水价的基础上,分析水利工程供水价格调整对用水户的影响,制定公共供水、工业、农业供水水价调整目标,提出引黄灌区水利工程供水价格调整建议。Dezhou City of Shandong Province takes the Yellow River water as the main source of water supply,but faces problems of water shortage,imbalance between cost and water charges and constraints placed on price adjustment.Based on field studies on public water utilities in the respect of pricing of industrial and agricultural water use in the areas of city center and countries(city/district),analysis is made on the impact of water price adjustment on users.Recommendations are made on adjustment of water charges of water-diversion schemes in the Yellow River irrigation district,and formulate target of adjusting water charges of public utilities to industrial and agricultural water consumption.
