沈阳低碳试点城市发展策略研究

摘　　要：2017年以来,沈阳通过深入实施低碳城市试点方案,全市二氧化碳排放强度持续降低,尽管阶段目标均如期完成,但还存在欠缺和短板,应该从构建环境协同治理体系、产业升级与可持续发展、建设新型现代化能源体系、深化区域碳市场建设、发展城市低碳体系、强化低碳发展支撑体系建设等六个层面入手,推动形成应对气候变化工作的强大合力,切实提升气候治理能力。Since 2017,Shenyang through in-depth implementation of low-carbon city pilot program.The city’s carbon dioxide emissions continue to decline.Although the phase objectives are completed as scheduled,there are still gaps and weaknesses,Shenyang should start with the construction of environmental co-governance system,industrial upgrading and sustainable development,the construction of new modern energy system,the deepening of regional carbon market construction,the development of urban lowcarbon system,and the strengthening of low-carbon development support system construction,promoting strong synergies in efforts to combat climate change,improve the ability of climate governance.
