摘　　要：《全民健身条例》实施以来,我国的群众体育取得了长足的进步,但城乡居民在参与体育生活的过程中却受到了明显的区别性对待,这使部分公民体育权利受到损害。建议全国人大进一步健全和完善《体育法》形成,明确公民体育权利面前一律平等;建议国家与地方实施条例或者细则,抓紧制定相关的仲裁制度以及社会力量补充机制,这既是确保市民平等享受体育生活、积极参与体育锻炼的必要措施,也是贯彻落实《全民健身条例》必不可少的一个环节。Since the implementation of the National Fitness Regulations, my country’s mass sports have made great progress, but urban and rural residents have been treated differently in the process of participating in sports life,which has damaged some citizens’ sports rights. It is recommended that the National People’ s Congress further improve and perfect the formation of the " Sports Law" to clarify that all citizens have equal rights in sports;it is recommended that the state and local implementation regulations or rules should promptly formulate relevant arbitration systems and social force supplement mechanisms to ensure that citizens enjoy equal sports life., The necessary measures to actively participate in physical exercise are also an indispensable link in the implementation of the " National Fitness Regulations."
