信息公开背景下公立医院档案服务工作的问题与对策研究

摘　　要：目的调查医院档案服务现状与职工对医院档案服务需求,在信息公开背景下提升医院档案服务水平。方法通过查阅2019年1月1日-2021年6月30日期间,某三甲医院档案室的《档案利用登记表》,了解医院档案服务工作的基本情况。以问卷调查的形式,发放《医院档案服务情况调查问卷》,直接获取档案用户对医院档案工作的评价与建议。调研对象为某医院职工,共计70人,其中,医师13人,护士6人,医技人员4人,科研人员3人,行政人员38人,后勤财务人员6人。结果近半数被调查者对医院的档案工作并不了解;仅22.86%的被调查者选择从档案室获取有价值的信息;91.43%的被调查者认为有必要提高档案工作人员的专业素质;对医院档案服务工作持认可态度的占98.57%。结论医院档案管理工作存在职工的档案意识较薄弱、档案工作人员业务能力不足、档案服务形式与途径过于单一等问题,建议增强医院职工档案意识,加强档案工作者的业务能力,不断丰富档案服务形式。为了使档案资源更好地服务于医院信息公开工作,需要及时修订医院档案相关制度,加强医院档案信息化建设。Objective To investigate the current situation of hospital archives service and the staff’s demand for hospital archives service,and to improve the level of hospital archives service under the background of information disclosure.Methods By consulting the Archives Utilization Registration form of the archives of a third-class hospital during the period from January 1,2019 to June 30,2021,we can understand the basic situation of hospital archives service.In the form of questionnaire survey,the"questionnaire on Hospital Archives Service"was distributed to directly obtain the evaluation and suggestions of archival users on hospital archival work.The subjects were 70 staff and workers in a hospital,including 13 doctors,6 nurses,4 medical and technical personnel,3 scientific research personnel,38 administrative staff and 6 logistics and financial personnel.Results Nearly half of the respondents did not understand the archival work of the hospital;only 22.86% of the respondents chose to obtain valuable information from the archives;91.43% of the respondents believed that it was necessary to improve the professional quality of archivists;98.57% of the respondents held a recognized attitude towards hospital archival service.Conclusion There are some problems in hospital archives management,such as weak archival consciousness of staff,lack of professional ability of archivists,and too single form and way of archival service.It is suggested to strengthen the archival consciousness of hospital staff,strengthen the professional ability of archivists,and constantly enrich the forms of archival service.In order to make archival resources better serve the work of hospital information disclosure,it is necessary to revise the relevant system of hospital archives in time and strengthen the information construction of hospital archives.
