摘　　要：生态环保综合执法改革的本质是组织结构整合和执法权的再分配。改革的关键是如何科学合理地划分职责范围,核心是整合机制选择。生态环保执法相关的“组织集”面临的任务环境,相互依赖的类型、范围和相互冲突的程度,以及生态环境保护的战略共同决定了以高正式化和高等级化的部门整合方式重塑统一、权威和高效的执法体制。不过,部门整合和相对集中执法权并非“灵丹妙药”。生态环保综合执法还面临职责整合空间拓展、综合执法机构与行业管理部门之间的职责关系理顺、职责扩张和机构能力建设滞后的矛盾,以及平衡综合性和专业性关系等难题,需要围绕整合职责范围、丰富政策工具箱、完善法制保障体系和创新执法方式等持续深化改革。The essence of the comprehensive law enforcement reform of ecological and environmental protection is the integration of organizational structure and the redistribution of law enforcement power.The key to the reform is how to divide the responsibilities scientifically and reasonably,and the core is the choice of integration mechanism.The organization sets related to ecological and environmental protection law enforcement,the type,scope and degree of mutual dependence,and the strategy of ecological and environmental protection determine to reshape a unified,authoritative and efficient law enforcement system in a formal and high-level organizational integration way.However,organizational integration and relatively centralized law enforcement power are not“panacea”.The comprehensive law enforcement of ecological and environmental protection also faces such problems as the expansion of responsibility integration,the responsibility relationship between comprehensive law enforcement and industry management departments,the lag of institutional capacity-building,and the balance of comprehensive and professional enforcement relations.It is necessary to continuously deepen the reform around the scope of responsibility integration,enrich the policy toolbox,legal guarantee system and innovative law enforcement methods.
