政策工具视角下我国奥运争光计划纲要政策研究(1995—2020年)

摘　　要：运用政策内容分析法,结合相关政策工具理论、构建基本政策工具与体育强国价值二维框架对1995—2020年间我国3项《奥运争光计划纲要》政策文本进行计量与分析。剖析我国奥运战略计划在不同历史阶段政策工具使用特征,以及政策工具维度与体育强国价值维度各项指标之间选择是否存在缺失与冲突,据此提出相关政策建议,以期为未来奥运争光计划纲要政策的优化与完善提供借鉴。Using the policy content analysis method and combined with relevant policy tool theories,the authors constructed a two-dimensional framework of basic policy tools and the value of sports power to measure and analyze the three policy texts of China’s"Outline of the Olympic Honor Program"from 1995 to 2020.They discuss the characteristics of the use of policy tools in different historical stages in China’s Olympic strategic plan and whether there are any deficiencies and conflicts in the choice between the dimensions of policy tools and the value of sports powers,so as to put forward relevant policy recommendations,with a view to winning the glory of future Olympics.
