东海区海洋经济创新发展示范城市建设跟踪评估研究

摘　　要：海洋经济创新发展示范城市的创建是为了填补海洋产业发展的短板、培育新的发展动能、提升区域发展比较优势,也是推动海洋强国建设的关键一环。由于相关工作的开展时间有限,目前针对于此类项目的评价体系尚未系统建立。因此,有必要在梳理海洋创新能力和创新指数构建的基础上,结合熵值法和综合分析法原理,从项目建设、创新发展和社会影响等3个方面出发,探索构建海洋经济创新项目建设效果评价体系。本文结合东海区2018年实际数据,探索对海洋经济创新项目进行综合评价,为有效评估东海区海洋创新项目建设效果提供指标支撑,同时也为我国海洋经济创新发展提供参考。The establishment of the Marine Economic Innovation and Development Demonstration Zone is intended to fill the gaps in the development of marine industries,cultivate new development momentum,and enhance the comparative advantages of regional development.It is also a key part of promoting the construction of marine power.However,the evaluation system for such projects is not yet systematic,as the work has only been under way for about two years.Therefore,it is necessary to explore the establishment of an evaluation system for the construction of marine innovation projects based on the construction of marine innovation capabilities and innovation indices,combined with the entropy method and the principle of comprehensive analysis,starting from the three aspects of project construction,innovative development and social impact.Combined with the actual data of the East China sea area in 2018,the paper makes a comprehensive evaluation of the marine economic innovation project,which provides the index support for the effective evaluation of the marine innovation project in the East China sea area,and also guidance and reference for the development of marine economic innovation in China.
