碳中和目标下中国海洋渔业转型成效研究

摘　　要：加快海洋渔业转型升级步伐,走可持续发展道路是实现碳中和目标的有效路径之一。海洋渔业转型成效评价体系的研究将为碳中和目标下的海洋渔业转型指明方向。文章基于海洋渔业转型的内涵和目标,从经济、绿色和科技三个维度构建海洋渔业转型评价指标体系,运用层次分析和变异系数组合赋权综合评价法对2012-2019年中国沿海11个省市的海洋渔业转型成效进行测度,并利用Kernel密度来对各省市海洋渔业转型结果进行分析。主要研究结论如下:从整体来看,碳中和目标下中国沿海11个省市海洋渔业转型成效呈现上升趋势,地区间差异逐年减少;从不同纬度来看,海洋渔业经济成效、海洋渔业绿色成效、海洋渔业科技成效在碳中和目标下的中国海洋渔业转型中均呈现出正向变化趋势。Accelerating the transformation and upgrading of marine fisheries and taking the path of sustainable development is one of the effective ways to achieve the goal of carbon neutrality.The study of the marine fisheries transformation effect evaluation system will point out the direction of the marine fisheries transformation under the goal of carbon neutrality.Therefore,based on the connotation and goals of the marine fisheries transformation,the article constructs marine fisheries transformation evaluation indicators from the three dimensions of economics,green and technology.The system uses the combined weighting comprehensive evaluation method of AHP and coefficient of variation to measure the effectiveness of marine fisheries transformation in 11 coastal provinces and cities in China from 2012 to 2019,and uses Kernel density to analyze the results of marine fisheries transformation in each province and city.The main conclusions are as follows:on the whole,under the goal of carbon neutrality,the transformation effect of marine f isheries in 11 coastal provinces and cities in China shows an upward trend,and the difference between regions decreases year by year.From different latitudes,the economic effect of marine fisher ies,the green effect of marine fisheries and the technological effect of marine fisheries show a positive change trend in the transformation of China’s marine fisheries under the goal of carbon neutrality.
