长江退捕渔民政策满意度影响因素及其作用层面研究——基于湘、皖渔民的有序Logit-ISM模型分析

摘　　要：文章基于湖南、安徽269户长江退捕渔民家庭入户调查数据,综合运用有序Logit模型、ISM模型研究影响退捕渔民政策满意程度的因素,以及各因素的作用层次和关联机理。结果表明:对禁捕政策信息及转产安置信息是否传达到位感知、对退捕前后家庭收入的变化感知、社保因素、激励因素、渔村风气变化感知、亲戚朋友所能提供的帮助感知、共情归属等均显著正向影响渔民的满意程度。由此,传达关键信息到位、提升渔民参与度、拓展渔民收入渠道、严格执行明确且合理的渔船拆解补偿资金标准、保护渔村原有风气等能更好推动渔民接受并支持"十年禁渔"制度并积极应对。Based on the household survey data of 269 fishermen returning to the Yangtze River in Hunan and Anhui,this paper studies the influencing factors of fishermen’s policy satisfaction,as well as the functional levels and correlation mechanism of each factor by using the ordered Logit model and ISM model.The results show that:the perception of whether the information of fishing ban policy and job transfer and resettlement is in place,the perception of changes in family income before and after the withdrawal of fishing,social security factors,incentive factors,perception of changes in fishing village climate,perception of help provided by relatives and friends,empathy attribution all have a significant positive impact on fishermen’s satisfaction.Theref ore,to convey the key information in place,to enhance the participation of fishermen,to expand the income channels of fishermen,to strictly implement the clear and reasonable compensation fund standard for fishing vessel dismantling,to protect the original customs of fishing villages can better promote fishermen to accept and support the"ten year fishing ban"system and actively respond.
