摘 要:国家在“十四五”规划中提出,要“实施积极应对人口老龄化国家战略,积极开发老龄人力资源,发展银发经济”。如何开发老龄人力资源,充分发挥其作用,是当前需要研究的一个课题。本文就当前科研单位老龄人力资源开发现状及实施中出现的问题,认真总结分析,进而提出加强顶层设计,完善管理体系的总体思路,建议国家尽快调整现有法律结构,明确界定老龄人才与单位之间的法律关系,同时在劳动报酬和社会保障方面应制定相关政策,进而对老龄人力资源进行保护,充分调动其工作积极性。In the 14th-Five-Year plan,the state proposed to"implement the national strategy to actively respond to population aging,actively develop aging human resources and develop silver economy".So,how to develop aging human resources and give full play to its role is a subject we need to study at present.This paper carefully summarizes and analyzes the current situation and problems in the implementation of aging human resources development in scientific research institutions,and then puts forward the general idea of strengthening the top-level design and improving the management system.It is suggested that the state should adjust the existing legal structure as soon as possible,clearly define the legal relationship between aging talents and units,and formulate relevant policies in terms of labor remuneration and social security,so as to protect aging human resources and fully mobilize their work enthusiasm.
