工商资本下乡对农民福利的影响研究——以安徽省为例

摘　　要：使用安徽省2005年至2019年的数据,从农民收支状况、社会支持效应、农村居住环境等方面构建指标体系,通过熵值法赋权测度安徽省农民福利水平;采用主成分分析法对工商资本下乡的规模效应和协同效应进行评价;在此基础上,构建向量自回归模型分析工商资本下乡的两种效应对农民福利产生的影响。研究结果表明:安徽省农民福利水平总体以相对稳定的趋势上升,上升速度在2008年后有所下降;工商资本下乡的规模效应总体平稳增长,2013年后增长速度有所减缓;协同效应除2007年因自然灾害有所降低,整体呈现上升趋势,增长速度于2014年出现回落;工商资本下乡的规模效应对农民福利水平具有显著的提升作用,相对来说协同效应对农民福利水平的提升作用明显不足。Using the data of Anhui province from 2005 to 2019,this paper construct an index system in terms of farmers′income and expenditure,medical and social security,and living environment,etc.Then,we apply entropy method to measure the level of farmers′welfare in Anhui province,and use principal component analysis to evaluate the scale effect and synergy effect of industrial and commercial capital to the countryside.On this basis,we use the VAR model to explore the impact of the two effects of industrial and commercial capital to the countryside on farmers′welfare level.The results show that the welfare level of farmers in Anhui province has generally increased in a relatively stable trend,and the rate of increase has declined after 2008.The scale effect of industrial and commercial capital to the countryside has generally increased steadily,and the growth rate has slowed down after 2013.Except for the natural disasters in 2007,the synergy effect showed an overall upward trend,and the growth rate declined in 2014.The scale effect of industrial and commercial capital to the countryside has a significant effect on the improvement of farmers′welfare,while the synergy effect is obviously insufficient.Local governments should give policy support to industrial and commercial capital to the countryside,give full play to its role in allocating resources in industrial synergy,and promote the coordinated development of rural industries.At the same time,it is necessary to optimize the policy environment for industrial and commercial capital to the countryside by improving relevant laws and regulations on land transfer,which could protect the farmers′welfare and the enterprises interests.
