基于宏观专利质量视角的郑州市专利转化应用对策分析

摘　　要：郑州市的专利事业虽然取得了较快发展和较大进步,但专利转化应用的整体水平还较低。本文以Incopat专利数据库为基础,对比分析了同为国家中心城市的东部城市广州、中部城市武汉、西部城市西安的宏观专利质量评价数据,发现郑州整体专利质量偏低、头部创新主体力量不足等问题较为突出,进而提出加强重点行业或产业头部主体的培育、创新主体专利转化的指导和精准帮扶以及政府购买在完善科技服务体系中的支撑作用等建议。Although Zhengzhou’s patent business has achieved rapid development and greater progress,the overall level of patent transformation and application is still relatively low. Based on the Incopat patent database,this paper compares and analyzes the macroscopic patent quality evaluation data of the eastern city of Guangzhou,the central city of Wuhan,and the western city of Xi’an,which are also national central cities. It is found that the overall patent quality of Zhengzhou is low and the main innovation force of the head is“weak”"And other issues are more prominent,and then put forward suggestions to strengthen the cultivation of key industries or industry leaders,the guidance and precise assistance of innovative entities’ patent transformation,and the supporting role of government purchases in improving the scientific and technological service system.
