摘  要:刘锡鸿是晚清第一批出使英国的外交官之一。他在洋务运动时期作为一个儒家士大夫目睹了英国政治的状况,这推动他对中国政治问题做进一步反思。以往研究在“进步—保守”框架引导之下,或认为刘锡鸿是一个保守思想家,或认为他的思想内涵保存了支持洋务的进步性而与中国专制的保守性思想相矛盾冲突。但从刘锡鸿对中英政治时状的理解以及清代儒学的视角出发可以看到,刘锡鸿对洋务运动的支持与反对两种意见并非是矛盾的,而是他在儒家思想与当时的时代背景下做出的理性判断。并且,以刘锡鸿为代表的儒家士大夫的政治思想为后来的救亡思潮酝酿了思想的萌芽。Liu Xihong was one of the first diplomats sent to Britain in the late Qing Dynasty.He witnessed the state of British politics as a Confucian scholar-bureaucrat during the Westernization Movement,which prompted him to further reflect on Chinese political issues.Previous studies were guided by the"progressive-conservative"framework,or thought that Liu Xihong was a conservative thinker,or thought that his thoughts contained the contradictory conflicts between the progressiveness supporting Westernization and the conservative thinking that preserved China'sautocracy.From Liu Xihong’s understanding of the political status quo in China and Britain and from the perspective of Confucianism in the Qing Dynasty,Liu Xihong’s support and opposition to the Westernization Movementare not contradictory,but he did it in the context of Confucianism and the contemporary era.Rational judgment.Moreover,the political thoughts of Confucian scholar-bureaucrats represented by Liu Xihong gave birth to the budding thoughts under the later trend of national salvation.
