摘　　要：我国政府信息服务正逐渐从简单的信息提供向信息公开、数据开放和与互联网深度整合方向发展,在此发展过程中,如何实现政府信息服务与信息安全的平衡是政府服务信息服务提供者需要面对的问题。基于生命周期理论提出了以政府信息(数据)生命周期为核心,围绕人、地、事、物等要素,开展政府信息服务全生命周期安全运营的政府信息服务安全保护框架,并重点分析了生命周期每一环节中重点的技术防护内容。The government information service in China is gradually developing from simple information provision to information disclosure,data opening and deep integration with the Internet.In this development process,how to achieve the balance between government information service and information security is a problem that government information service providers need to face.Based on the life cycle theory,this paper puts forward a government information service security protection framework,which takes the life cycle of government information(data)as the core and focuses on the elements of people,land,things and objects to carry out the safe operation of government information service in the whole life cycle,and analyzes the key technical protection contents in each link of the life cycle.
