共同富裕:基于中国式现代化道路与基本经济制度视角

摘　　要：纵观近代以来,西方国家现代化的历史是一部不断加剧财富分配失衡和制造社会两极分化的发展失衡历史。贫困加剧与贫富悬殊是资本主义的内在必然,西方福利社会制度更难掩西方资本主义社会极度不公的事实,资本主义现代化道路注定无法彻底消除贫困难题与解决财富分配高度不公。党的十九届六中全会指出,中国共产党百年奋斗,全面建成小康社会,中国人民对美好生活的向往不断变为现实,党领导人民成功走出中国式现代化道路。共同富裕是社会主义的本质要求,也是中国式现代化的重要特征,更是中国式现代化的美好未来。在中国式现代化道路中实现全体人民共同富裕,不仅是中华民族伟大复兴梦想的美好愿景,也是人类社会前所未有的现代化伟大奇迹。社会主义基本经济制度是实现共同富裕的独特制度优势,公有制为主体、多种所有制经济共同发展的所有制基础为实现共同富裕奠定制度基础,按劳分配为主体、多种分配方式并存的收入分配制度为实现共同富裕提供制度保障,社会主义市场经济体制为实现共同富裕提供制度活力。As modern history shows, the history of western countries’ modernization is a history of imbalanced development that is signified with imbalanced wealth distribution and the emergence of social polarization. As the intensifying poverty and wide gap between the rich and the poor are an inherent part of capitalism, and the western social welfare system cannot hide the fact of extreme unfairness of the western capitalist society, the path of capitalist modernization is doomed to fail to completely eliminate poverty and solve the problem of tremendous maldistribution of wealth. The Sixth Plenary Session of the 19 th CPC Central Committee points out that the Communist Party of China has built China into a moderately prosperous society in all respects through struggles over the past century, and Chinese people’s aspirations for a better life have constantly turned into reality, and the Party has led the people in successfully finding a unique Chinese path to modernization. As an essential requirement of socialism, common prosperity is also an important feature and the bright future of Chinese modernization. Realizing common prosperity of all people through Chinese path to modernization is not only a beautiful vision of the Chinese Dream of national rejuvenation, but also an unprecedented miracle of modernization of human society. In realizing the common prosperity, the basic socialist economic system is a unique institutional advantage;the basic ownership system incorporating the mainstay public ownership and diverse forms of ownership lays the institutional foundation;the income distribution system with mainstay distribution according to work and multiple forms of distribution is the system guarantee;and the socialist market economic system maintains the institutional vigor.
