摘 要:基于现有水环境容量在流域的应用,构建了"控制单元划分—功能区建立—地表水环境容量核算—污染物削减量—污染管控"的流域水环境管理体系,以辽东沿海诸河中污染较重的庄河为例进行流域水环境容量的研究。结果表明,综合考虑行政区划、水文条件、监测断面、污染源分布等水环境功能条件,划分为5个控制单元和3个功能区;将最枯季水文条件下的地表水环境容量作为评价管理流域水环境承载力的重要因素,庄河扣除非点源影响的COD、氨氮(NH_(3)-N)、总磷(TP)地表水环境容量分别为563.1、24.6、4.3 t/a;庄河小于屯控制断面呈现超负荷状态,首要超标污染物为COD,庄河COD、NH_(3)-N、TP削减总量分别为638.42、78.73、12.3 t。该流域管理模式实现了基于水环境容量研究体系在流域管理上的应用。Based on the application of water environmental capacity in river basin,water environmental management system of"controlled unit division-functional area establishment-surface water environmental capacity accounting-pollutant reduction-pollution control"was constructed.Taking Zhuanghe River as an example,one of the most contaminated rivers in Liaodong coastal area,the water environmental capacity of river basin was studied.The results show that considering the water environment functional conditions such as administrative division,hydrological conditions,monitoring section and pollution source distribution,5 control units and 3 functional areas were established.Taking the surface water environmental capacity under the hydrological conditions in the driest season as an important factor to evaluate the water environmental carrying capacity of the management basin,the surface water environmental capacity of COD,ammonia nitrogen,and total phosphorus in Zhuanghe River were 563.1,24.6,and 4.3 tons per year,respectively.The COD level is seriously over the standard.Reduction quantities of COD,NH_(3)-N,and TP in Zhuanghe were 638.42 t,78.73 t and 12.3 t respectively.The watershed management mode of"control unit pollution load accounting and distribution emission standard comprehensive supervision"achieved the application in watershed management.
