摘 要:目的了解石家庄市疾病预防控制系统人力资源配置状况,为疾控人力资源建设提供参考。方法2020-09通过国家疾病预防控制基本信息系统收集石家庄疾控系统人员信息,采用χ^(2)检验和描述性分析对数据进行统计分析。结果石家庄疾控机构在职人员1167人,其中在编比例为64.87%。市级疾控、市内区、山区县、平原县人员间年龄构成差异有统计学意义(χ^(2)=43.559,P<0.01)。卫生专业技术人员共591名,占比50.64%。不同类型疾控中心职称构成差异有统计学意义(χ^(2)=246.593,P<0.01),山区县、平原县初级职称人员比例为48.25%和46.78%。人员学历以大专和本科为主,占比67.44%,不同类型疾控中心人员学历构成差异有统计学意义(χ^(2)=338.211,P<0.01)。结论不同类型地区的人力资源配置存在差异。今后在人力资源配置中重视梯队建设,政策适当向基层倾斜,促进疾控机构人才引进,优化人力资源结构优化。Objective To know the status of human resources allocation in CDC system in Shijiazhuang so as to provide references for CDC construction of human resource.Methods The human resource data of Shijiazhuang CDC system were obtained from national information system for disease control and prevention in September 2020.SPSS 21.0 software was used for statistical analysis.Results There was a total of 1167 employees in Shijiazhuang CDC system,and the proportion of the permanent staff was 64.87%.There were significant differences in the age composition of CDC personnel among city,urban counties,mountain counties,and plain counties(χ^(2)=43.559,P<0.01).The number of health professionals was 591,accounting for 50.64%.There were significant differences in the composition of professional titles in different types of CDC personnel(χ^(2)=246.593,P<0.01).The proportion of junior professional titles in CDCs of mountainous and plain counties were 48.25%and 46.78%,respectively.The educational background of the staff was mainly junior college and undergraduate,accounting for 67.44%.There were significant differences in educational background composition among different types of CDC personnel(χ^(2)=338.211,P<0.01).Conclusions There are differences in human resource allocation in different types of regions.In the future,we should attach importance to echelon construction in the allocation of human resources.Policies should be appropriately tilted toward the grass-roots level to promote the introduction of talents in disease control institutions and optimize the structure of human resources.
