摘　　要：【目的/意义】作为生产要素,电力系统的数据信息蕴含着大量转化价值,能够通过有效满足需求侧消费者剩余和社会福利提升、促进供给侧电力供给效率的高效增长来实现溢出效应。【方法/过程】通过实证分析可知,电力数据信息的溢出效应表现在其对经济高质量发展促进作用显著,电力数据信息发展的不足对要素市场化发展弱化作用逐渐显现。【结果/结论】地方政府应以数据信息资源优化配置为目标进一步改革电力数据要素配置市场化体制机制,更正电力数据信息权属界定与交易机制,加强电力数据信息安全保障,增进电力数据信息与其他要素的协同性,合理利用并积极开发其溢出效应。【创新/局限】以电力数据要素对经济高质量发展的影响来体现电力数据信息的溢出效应,是对经济高质量发展水平测度的有益尝试。【Purpose/significance】As a production factor, the data information of electric power system contains a large amount of transformation value, which can realize the spillover effect by effectively satisfying the consumer surplus and social welfare improvement on the demand side, and promoting the efficient growth of electric power supply efficiency on the supply side.【Method/process】Through the empirical analysis, it can be seen that the spillover effect of electric power data information is reflected in its significant role in promoting high-quality economic development, and the insufficient development of power data information gradually weakens the development of factor marketization.【Result/conclusion】Local governments should take the optimal allocation of data and information resources as the goal, further reform the market-oriented system and mechanism of power data element allocation, correct the power data information ownership definition and transaction mechanism, strengthen the security of power data information, enhance the synergy between power data information and other elements, make rational use of and actively develop its spillover effect.【Innovation/limitation】The spillover effect of electric power data information is reflected by the impact of electric power data elements on economic high-quality development, which is a useful attempt to measure the level of economic high-quality development.
