摘　　要：积极推行装备批量降价采购试点,实行阶梯式降价采购是新时代装备价格工作改革的一项创新性举措。为解决供需双方协商议价过程中如何定量分析批次间降价幅度,合理确定阶梯价格问题,从产品制造熟练曲线模型的基本理论出发,应用数理统计学回归分析方法,对美军F-35A和F/A-18E/F两型飞机的制造熟练曲线进行了实证分析,分别计算求得了两型飞机制造熟练斜率及均值,并在此基础上结合我国实际,提出了推行阶梯降价采购模式的启示和建议。研究结果表明:对于批量订购的装备采取一次签约、分批交付、阶梯降价形式采购,有助于降低采购成本,提高经费使用效益。熟练曲线理论提供了一种装备阶梯降价量化分析模型,对开展阶梯价格论证和协商工作具有重要的参考价值。It is an innovative measure of equipment price reform in the new era to actively promote bulk price reduction procurement and implement ladder price reduction.The purpose of this study is to solve the problem of price negotiation between supply and demand,which is how to quantitatively analyze the range of price reduction between batches and reasonably determine the ladder price,based on the basic theory of product manufacturing proficiency curve model,the mathematical statistics regression analysis method is applied to make an empirical analysis of the manufacturing proficiency curve of F-35A and F/A-18E/F aircraft of the US military,and the proficiency slope and mean value of the two types of aircraft are calculated respectively.On this basis and combined with the actual situation in China,the enlightenment and suggestions for implementing the procurement mode of ladder price reduction are put forward.The research results show that for the equipment ordered in bulk,it is helpful to reduce the procurement cost and improve the efficiency of expenditure to adopt the form of one contract,payment in batches and step price reduction.The theory of proficiency curve provides a quantitative analysis model of equipment ladder price reduction,which has important reference value for the demonstration and negotiation of ladder price.
