摘　　要：2019年,我国组织开展了新一轮药品集中采购和使用试点,并逐步扩大集中采购范围。现从经济学视野分析阐明国家药品集中采购的内在作用机制,认为药品集中带量采购成功的关键是需要建立一个公平、合理、公正的"一致性评价""替代效应"和"规模效应"综合评价体系。另外还对带量采购的效果、意义、特点等进行了描述,为带量采购的全面推广提供了理论基础和依据。In 2019, China organized a new round of centralized drug procurement(hereinafter referred to as "centralized drug procurement") and pilot use, and gradually expanded the scope of centralized drug procurement. This paper analyzes and expounds the internal mechanism of national drug centralized procurement from the perspective of economics. It is believed that the key to the success of centralized drug purchase is to establish a fair, reasonable and impartial comprehensive evaluation system of "consistency evaluation", "substitution effect" and "scale effect". In addition, the effect, significance and characteristics of quantity purchase are described, which provides a theoretical basis and basis for the comprehensive promotion of quanity purchase.
