摘　　要：基于PPP模式的基本合同体系,识别10个主要的项目利益主体,并从主体参与程度和重要性两个维度对利益主体进行区分.通过问卷调查,收集有效数据267份.通过对这些有效数据进行均值分析、因子分析、t检验后发现:10个利益主体按照参与程度可以划分为3大类,即直接参与者、间接参与者和边缘参与者;按照对PPP项目的重要性可划分为4类,即核心决策主体、工程执行主体、工程保障主体以及资金保障主体;咨询机构和社会公众在参与程度和重要性维度之间存在显著差异.The distinction of the stakeholders in PPP project is very important to reduce project management cost and improve project management efficiency. The study identifies 10 main stakeholders in the project based on the basic contract system of PPP scheme,and distinguishes the stakeholders from two dimensions of the degree of participation and importance. In the study,267 valid data are collected through questionnaire survey. The mean analysis,factor analysis and t-test of these valid data are carried out. The main findings are as follows:according to the degree of participation,10 stakeholders can be divided into three categories,namely direct participants,indirect participants and marginal participants. Based on the importance to PPP project,10 stakehoders can be divided into four categories,namely core decision-making body,project implementation body,project guarantee body and fund guarantee body. For the consulting institutions and the public,there are significant differences between the degree of participation and the importance. The study provides suggestions for formulating the management mechanism of stakeholders.
