摘　　要：2021 is a year of special importance in China’s modernization process,since it is the first year of the 14 th Five-Year Plan and the start of a new journey to build a modern socialist country.In a period of five years,the Five-Year Plan specifies future direction for economic and social development in China,and is an important way for China to carry out development strategies and build consensus on development.
