摘 要:目前中国石化在进行太阳能发电项目前期研究、评估论证和投资决策时,主要还是参考、沿用电力企业太阳能发电项目的计算模型和参数等。在充分调研全球光伏发电行业投资项目决策体系及管理制度的基础上,结合石油石化企业光伏发电项目发展特点及投资决策的目的等,建立了一套适应石油石化企业"自发自用、余电上网"模式的太阳能发电项目经济评价工作管理制度和体系。将石油石化企业的太阳能发电项目经济评价期由25年调整为20年、15年两种模型;明确土地使用费计取方式,维修费的标准据实提高,定员按照无人值守、智能化的原则进一步降低;明确了适合于石油石化企业光伏发电项目的度电成本定义及测算方式,并首次将碳资产收益作为项目收入进行测算;根据不同的投资目的,对项目的投资基准收益率也进行了适当灵活调整,满足战略性新兴产业投资项目的决策需要。做实项目经济效益评价,使石油石化企业太阳能发电项目的经济效益预测更加精准。At present,SINOPEC mainly refers to and follows the calculation models and parameters of solar power generation projects of electric power companies in the preliminary study,evaluation and demonstration,and investment decision of its solar power generation projects.By fully investigating the decision-making sys-tem and management system of investment projects in the global PV power generation industry,a management system for the economic evaluation of solar power generation projects suitable for the power generation for self use and surplus electricity for grid connection mode of petroleum and petrochemical enterprises was es-tablished in combination with the development characteristics and investment decision purposes of PV power generation projects of petroleum and petrochemical enterprises.The economic evaluation period of solar power generation projects of petroleum and petrochemical enterprises was adjusted from 25 years to two models of20 years and 15 years.The calculation method for land use fee was clarified,the standard for maintenance cost was improved according to actual situations,and the personnel quota was further reduced according to the principle of unattended and intelligent operation.The definition and calculation method for cost of energy in PV power generation projects of petroleum and petrochemical enterprises were clarified,and the income from carbon assets was calculated as project income for the first time.According to different investment pur-poses,the benchmark rate of return on investment of project was adjusted appropriately and flexibly to meet the decision-making needs of investment projects in strategic emerging industries.The economic benefit of project was evaluated to enable a more accurate prediction of the economic benefit of solar power generation projects of petroleum and petrochemical enterprises.
