摘　　要：道路交通安全执法对机动车的管理井然有序,而行人违规过马路现象却比比皆是。医院质控也常常出现类似的现象。文章比较了道路交通安全执法对机动车管理与行人管理的异同,认为道路交通安全执法与医院质控虽然属于不同的领域,但拥有相同或相似的功能和流程,可以作为跨行业功能性标杆来学习。道路交通安全执法对医院质控的启示为:(1)医院质控必须遵循结构质量—过程质量—结果质量(SPO)三维质量评价模型,且有机协同;(2)有效的质量控制必须符合热炉法则;(3)质控工作的重心应放在监控和改进上,即“有时去应急,常常去改进,总是去监控”;(4)遵循规章制度的自律文化的养成是良好质控的保证。Road traffic safety law enforcement on motor vehicle management is in good order,and the phenomenon of pedestrians crossing the road is everywhere.Similar phenomena often appear in hospital quality control.This paper compared the similarities and differences of road traffic safety law enforcement on vehicle management and pedestrian management,and thought that although road traffic safety law enforcement and hospital quality control belonged to different fields,they had the same or similar functions and processes,and could be used as cross industry functional benchmarking to learn.The enlightenment of road traffic safety law enforcement on hospital quality control was as follows:(1)Hospital quality control must follow the three-dimensional quality evaluation model of structure–process-outcome quality(SPO)with cooperating organically;(2)The effective quality control must conform to the hot stove rule;(3)The focus of quality control work should be put on monitoring and improvement,that is,"sometimes to emergency,often to improve,always to monitor";(4)The cultivation of self-discipline culture following rules and regulations is the guarantee of good quality control.
