摘　　要：公立医院综合改革和建立现代医院管理制度均要求公立医院开展治理机制的改革创新,以构建科学、有效的公立医院治理机制。基于利益相关者理论,统筹考虑内外治理因素,并融合公立医院治理机制的现状与问题,全面展示公立医院治理机制的构建思路,形成以"一个原则、内外兼顾、制度先行"为特点的"1+2+N"模式公立医院治理机制。通过探索构建科学、有效的公立医院治理机制,为完善公立医院治理机制提供新的思路和启发。To construct scientific and effective governance mechanism for public hospitals,reform innovation for governance mechanism in public hospitals is required by public hospital comprehensive reform and modern hospital management system. Based on stakeholder theory,planning internal and external factors,the status quo and problems of the governance mechanism of public hospitals are combined. It fully demonstrates the construction ideas of the public hospital governance mechanism,and forms the“1+2+N”model of public hospital governance mechanism characterized by“one principle with both internal and external considerations,and keep management system in the first place”. It provides new ideas and enlightenment for improving the governance mechanism for public hospitals through exploring and constructing the scientific and effective governance mechanism for public hospitals.
