摘　　要：党的十八大以来,党中央、国务院对知识产权保护工作提出了更高要求。中共中央办公厅、国务院办公厅2019年印发的《关于强化知识产权保护的意见》明确了建立年度知识产权保护水平评估制度的重要任务。然而,我国的知识产权保护水平评估制度仍未正式建立,亟需加强研究,加快工作进程。本文围绕为什么要建立知识产权保护水平评估制度,建立相关制度的难点和要点,以及当前环境下如何科学有效推进相关工作进行了系统论证,比较研究了国内外知识产权保护相关调查及评估制度现状,提出了构建知识产权保护水平评估体系框架的初步思路,并从如何有效开展知识产权保护水平评估工作,如何建立评估结果有效指导工作实践的互动机制等方面进一步提出了运用知识产权保护水平评估体系的建议。Since the 18th CPC National Congress,the CPC Central Committee and the State Council have proposed higher requirements for intellectual property right(IPR)protection.The Opinions on Strengthening IPR Protection,which was issued by the General Office of the CPC Central Committee and the General Office of the State Council in 2019,clarified the important task of establishing the annual IPR protection evaluation system.However,the IPR protection evaluation system has not been formally established yet,so it is urgent to strengthen research and accelerate the process of system construction.This article demonstrates systematically why it is necessary to establish the annual IPR protection evaluation system,the difficulties and key points in establishing relevant system,how to promote relevant work scientifically and effectively under the current environment,and comparatively studies the current situation of survey and evaluation systems for IPR protection at home and abroad.It also puts forward the preliminary idea of constructing the IPR protection evaluation system framework,and gives some suggestions on using the system to evaluate the level of IPR protection and establishing an interactive mechanism of using evaluation results to guide work practice effectively.
