摘　　要：MAH制度是一场触及药品权利持有本质的变革,其核心是将药品上市许可与生产许可分离,使医药市场各要素灵活流动。该制度的实施对促进科技创新和成果转化具有重要意义。本文在对科研院所现有科技成果转化存在的问题及实施MAH对科研院所带来的挑战进行分析的基础上,对科研院所如何抓住MAH制度契机,从成果转化模式、投融资体系搭建、专业化管理团队的打造等方面提出建议。目的是希望科研院所能借助MAH制度,完善科技成果转化制度体系,激发创新活力,实现科技成果的持续产出。MAH system is a change in the nature of holding rights to medicines,at the heart of which is the separation of drug marketing license from the production license,allowing flexibility in the flow of all elements of the pharmaceutical market.The implementation of this system is of great significance for promoting scientific and technological innovation and transformation of achievements.In this paper,through analyzing the problems existing in the transformation of existing scientific and technological achievements in research institutes and the challenges brought by implementing MAH to research institutes,some suggestions are put forward on how to seize the opportunity of MAH system,from the aspects of the transformation mode of achievements,the construction of investment and financing system,and the building of professional management team.The purpose of this paper is to hope that scientific research institutes can improve the transformation system of scientific and technological achievements with the help of MAH system,stimulate innovation vitality and realize the continuous output of scientific and technological achieveme nts.
